At the 1948 annual meeting of the Kansas Association of School Boards, Dr. John Jocobs, a professor at the Kansas State Teachers College in Emporia, gave an address on the “Problems of the Schools in Kansas.” Dr. Jocabos “prophesized that our state school system as now organized, administered and supported, cannot survive the impacts of inflation, the increase in school population and the shift in population.”

At that same meeting the Delegates approved a school finance plan to be proposed to the state legislature that provided for state support of elementary education.

As the nation slipped deeper into what would become The Great Depression, the Kansas Boards of Education Department – the precursor of KASB – began to take a more direct role in advising schools on how to best protect and manage the business of education. During the 1929 meeting they passed several resolutions, including one that sought to protect school district treasurers from liability in the event of a bank failure.

The 1931 meeting was the 14th Annual Meeting and brought the adoption of the organization’s first constitution and bylaws.

The minutes from the 1933 meeting of the Kansas Boards of Education department include only notes about motions and election of officers. With the nation – and Kansas – mired in some of the darkest days of the Great Depression, the annual meeting was brief and focused on organizational business.
