School Finance Advocacy Workshop

About This Event:

The Kansas Supreme Count delivered its decision in the Gannon case in June 2019 and retained jurisdiction. What does this mean for schools in Kansas, and what will the legislators do next session? Spend the day with KASB staff, other experts from across the state and your colleagues as we discuss school finances and the 2020 Legislative Session.

  • 9:10 a.m. November 2019 Consensus Revenue Estimates: Future Revenue Outlook: The Consensus Revenue Estimating group is scheduled to meet on November 7. The resulting projections will impact the 2020 and beyond budget cycle in Kansas.
  • 9:45 a.m. Governor’s Council on Tax Reform: The first meeting of the Governor’s Council on Tax Reform will begin meeting in late September. KASB’s representative on the council is Shannon Kimball, KASB president and board member from Lawrence USD 297. We will hear from members of the council on the charge to the council and the task ahead.
  • 10:45 a.m. School Finance After Gannon: Stability or Uncertainty? A look at the politics of funding the current school finance plan, and how the Kansas Supreme Count holding jurisdiction may affect legislative efforts.
  • 12:00 p.m. Lunch and Learn - Education Media Panel: Statehouse journalist will share perspectives and insight on media focus in a post-Gannon Kansas.
  • 1:00 p.m. Budgeting for the Success of All Students: Accountability and transparency are vital to answering the question ‘How are school districts spending the money?” KSDE budget experts will share trends and advice.
  • 2:00 p.m. Long Range Planning and Budgeting: Getting Past the Fear of Cuts. This panel will address the sometimes controversial issue of cash balances – are they a prudent planning technique or an overly cautious budgeting tool?
  • 3:00 p.m. Wrap up Q and A
