The research identifies eight characteristics common to effective school boards: 

• Maintain a clear vision focused on student achievement and quality instruction. 
• Hold high expectations for all students and believe every child can learn at high levels. 
• Focus on accountability and governance, spending more time on policy and student outcomes than operational matters. 
• Build strong relationships and communication with staff, families and the community. 
• Use data wisely to monitor progress and support continuous improvement. 
• Align resources and professional learning with district goals. 
• Work as a unified leadership team with the superintendent while respecting distinct governance and management roles. 
• Invest in ongoing board development and training to strengthen knowledge, skills and shared purpose.  

Research also found that effective boards commit to learning together, participate in training, engage in thoughtful discussion before making decisions and continuously build their governance capacity. High-performing districts often demonstrate long-term stability, shared goals and a strong culture of board-superintendent collaboration.
